I don't think it says that at all.
"An early seeding program for developers is underway with downloads
available at www.palmos.com. The final version of the operating
system is scheduled for release to licensees in early summer."
That to me says that downloads WILL be available when the seeding
program is functional for the OS5 devices, which it appears, it is not.
