Just to avoid any confusion:

POSEr is closer of all 68K devices than PalmSim is.
BUT PalmSim is closer of ARM devices than 68K POSEr in that sense that if
you want to check if your app will run on an ARM devices in the emulation
mode, it's safer to test it on PalmSim because PalmSim runs PACE as will do
ARM devices.

The Simulator is mostly useful where speed is a concern.  It's also 
useful in making sure your application doesn't make assumptions about 
any device's hardware.  But in terms of catching errors, the Palm OS 
Emulator has more complete coverage.
