I assume you are talking of 68K applications segments, correct ? For that matter, since the segmentation is related to the way the compiler generates PIC, this can not be changed (and obviously will not).
For ARM code segments, they can be of any size. However the main issue is how to get these bigger than 64K resources inside the device. You won't be able to get it in by regular HotSync or beaming. But since it's not possible to develop ARM native code for Palm OS 5.0, I am not sure of how much an issue this is.
