It is now clear that Palm IrOBEX gives up when the discovery process does not find any device that has the OBEX hint in the second byte of DeviceInfo xid array.
This is perfectly legal according to the IrOBEX standard section 6.2, ie., OBEX implementation should set the OBEX hint bit. I was thinking about patching up windows 95/98 so these machines can advertise the OBEX bit. But I doubt that Palm IrOBEX will even try to talk to OBEX:IrXfer. So... I will have to roll an IrOBEX implementation for Palm that ignores the non-existance of OBEX hint bit and query the peer's IAS with "OBEX:IrXfer" class name. Wahooo!!
