Its not perfect, but have your app check the beam bit on startup, set it if its been cleared. It won't prevent them from clearing the bit and immediately beaming it but it would make it more annoying.
If the device has Flash ROM (not an expansion card) copy your app into Flash. It will survive a hard reset (although you data won't fare too well). Units like the Handera have built-in utilities to copy apps to Flash. The same apps support most Palm hand helds with Flash.
