There is some c code out there that attempts this on windows devices.  I
believe you could attempt to do the same thing on the Palm.  Look for
WinLIRC on Google, or check out the LIRC page (www.lirc.org).  I think the
source is free for use, but don't know the distribution rules.  It may be a
tricky port as consumer IR is modulated differently than IrDA or SIR.  I
believe the LIRC project relies not on a standard PC IR port, but on some
other transmitter which you can build.  BUT, you may be able to interact
with the Palm IR port to get it to behave correctly . . .

Ive said more than I know.
