winPaintInverse corresponds to the old ScrOperation value scrCopyNOT. 
I don't see that this is supported for scrolling operations before 
4.0 (even if the x/y deltas are zero).  That is, I don't see it 
supported in 3.3 or 3.5.  However, 3.5 has the benefit of actually 
telling you that it's not supported.
