When we had no response to several emails after six months I just ran through the whole procedure again and got a result in a month or two.
PalmOS don't seem to be particularly interested in non-US developers and my advice to you is just to start again and hope the second attempt doesn't get lost. I believe I recall developers in the past taking three attempts before success.
