Though this is tangential to the problem at hand, I must comment that the recent Georgia Tech cheating issues involved much more than asking general questions on Internet mailing lists. In the particular case that made headlines recently, a student directly copied 30+ lines of code from another student (then had his influential father write a newspaper editorial on Georgia Tech's fascist cheating regime). Your point is valid, but I *really* doubt any reasonable university would consider talking to palm-dev-forum cheating.
