I had noticed it missing some time ago as well. I do have a registered version 4.0.1 and before sharing it with other developers I wanted to see if there was still some place to register it.
If anyone know the developer see if he would be willing to hand off the maintenance of the tool, I for one would be happy to pick it up for him. Insider is an extremely helpful tool and quite a loss.
