Which OS?  I recommend you code for the Palm OS. :)

Graphics app: do you need color?  If so, Palm OS 3.5 is the minimum.  I
think the last time we had a thread about this, the general concensus
was to develop for 3.1 and later -- since many of Handspring's units
shipped with 3.1, and they can't be upgraded, you might be excluding
too many potential customers if you require something newer (unless you
need color).

The Compatibility section of the "Palm OS � Programmer�s API Reference"
tells when each API function was introduced.  If you don't have this
document, get it, because you will absolutely need it to write Palm OS
apps.  (It's at http://www.palmos.com/dev/support/docs/palmos/)

That kind of depends on what you want your app to do.  (For example, if
you wanted to scan in barcodes, then your minimum system requirement
would be one of the Symbol handhelds, or possibly a Handspring Visor
with a Springboard barcode reader (if one exists), or something
similar.)

You may find the information you want in the Hardware Comparison Matrix
at http://www.palmos.com/dev/tech/hardware/compare.html.  It lists the
"major differences in Palm Powered� devices ... for developers to
identify major differences and release histories."
