If you're doing a Palm OS 5 app, look at CPMLib in the Palm OS Reference manual that came with Palm OS 5 SDK (page 2079, 2099 actual). That is RSA encryption.
If you need something for Palm OS 4.x or before you have to go third party. I've seen Certicom's SSL Plus Embedded which is not really targeted at smaller-scale developers ( http://certicom.com/products/ssl_plus/ssl_plus_embedded.html ). Aside from that, you'll have to try Google and see what else you come up with. There are also public algorithms for rolling your own.
