The STL is part of the MSL Standard C/C++ Library.  When you create a 
new project using the Palm OS application wizard, make sure you have 
this library option checked on the "Other SDKs" page.

You can also add it manually by adding a system access path to 
"{Compiler}/(MSL for Palm OS)".

Finally, use <string>, not <String>... while Win32 won't care about the 
case in finding the file, all of the standard headers are all lowercase 
and this will make your code more portable.
