1.) The process you are describing will only work on an EFIGS ROM. The English debug ROM only has English. The country setting on those ROMS does not change the locale (You'll see a completely different UI for changing the locale when you first boot up the EFIGS ROM). Try what you are doing on an EFIGS ROM and you will see what you expect.
2.) Yes, you'll have to edit them. Just open the overlay in constructor and edit it.
