There is a less-than-straightforward way with VFS and HotSync. Use VFSRegisterDefaultDirectory to register the XML file type. Then the newer PalmDesktop Install app will then let you "install" those files to a VFS card.
This is not necessarily the Right way to do it, and it could be... messy with respect to any other apps trying to use XML.
