Yes.

If you don't know how to "build nice graphics", this isn't the place to
learn.  Take a course on graphic design, or hire someone else to build
them for you.

That depends on what you are trying to accomplish.  However, on Palm
devices none of the standard graphics formats are directly supported. 
The Palm OS uses its own bitmap format.  It will be easiest to create
the images with whatever tool you like, then convert to the Palm format
with pilrc or Constructor.

That depends on the device.  The OS supports 1, 2, 4, 8, and 16 bit
images.  See the Hardware Comparison Matrix

which devices support which color depths.

Not without a lot of work.  You might as well use several images over
