I got this problem about 2 months ago, but at only around 2300
resources.  I think that in my case, it was counting 1-bit
bitmaps even though I didn't include them as bitmaps or 
in the bitmap families.

After talking to Ben, I switched to using resource databases.
I "cheated" by making a dummy codewarrior project, but there
are other, better, ways of making them.  It's definitely the
way to go if you're around the limit.
