I have to go with the opinion that prc-tools is hard to set up for a novice. However I must say that after reading the help...
http://prc-tools.sourceforge.net/install/cygwin.html ...and following it through, that it is simple, and probably only took about 5 mins (depending on download times). I guess as with anything read the help and it's simple, dive straight in and hopefully you come out again ;) I have to say working out which options you really need on some windows installers can take just as long (unless of course you always just let them install everything that you'll never need!).
