Six months ago was before the release of prc-tools 2.1. It was a different world. I'm sorry to hear that, and we'd like to help. But so far you haven't really explained what the problem you're encountering is. In fact, from your first posting I get the impression that you have installed prc-tools itself just fine and that you have finished with that; but that you are having problems installing a Palm OS SDK. If that is the case, then for now I suggest you just install the 4.0 SDK (and, if you like, its Update 1). As for the 5.0 SDK, as I noted in the posting to which Joe pointed you, the note in the SDK Readme that you found really refers just to libraries like PalmOSGlue (and should prove to be only temporary). You can use the 5.0 *headers* with prc-tools just fine, and should install them according to the "Post-installation setup" section of http://prc-tools.sourceforge.net/install/cygwin.html , namely: unpack the "Palm OS Support" hierarchy from sdk50-win.zip into C:\PalmDev (or wherever you chose...), rename it to 'sdk-5", and (re-)run palmdev-prep. You would end up with a hierarchy with files like C:\PalmDev\sdk-5\Incs\BuildDefaults.h and palmdev-prep will recognize that hierarchy. (Or you can rename "Incs" to "include" too if you like -- palmdev-prep understands either.) But I wish this thread hadn't got sidetracked away from the question in your subject line and in your original posting, which I think was the more interesting one.
