Metrowerks Makes the product, CodeWarrior, which is a development
environment for the Palm OS. The constructor (which is part of CodeWarrior)
handles most things people need to make interfaces for Palm applications
(including icons etc). Its a great all in one solution, but there are better
things for drawing graphics and bitdepth conversion, Like ImageReady and
Photoshop. The Constructor from what I know is not sold separately..

Doing web searches with Google can help you find things too.

try going to http://www.google.com and search for "codewarrior". Using the
search term "codewarrior palm" might yield more specific results.
