The built-in OS scrollbar has supported horizontal scrolling since 3.3 or 3.5. Even before then, it basically worked, but just didn't look correct. (It only knew how to draw up and down arrows, so the visual look was very bad!) I see the docs don't say anything either way about horizontal ones. Hmm.
