That does seem to be the case... Our application no longer works on 4.1 devices, but it did on <= 4.0 devices using the workaround API (after we added a hack to the system, that is).
I thought the NetLibConfigXXX functions looked promising, but I could not get what I wanted out of them, and I'm still waiting for someone from Palm to comment on a mail I sent to the this forum a couple of weeks ago....
