The file structure of PDB files is documented in the Palm OS File Format Reference on the palmsource.com site.

My favorite tool for creating PDB files is par, from http://www.djw.org/product/palm/par/index.html. It lets you build up PRC and PDB files from lots of different data files quite easily.
