Do you have an up to date Cygwin installer? I just downloaded it, added the link to http://prc-tools.sourceforge.net in the installer, and the prc-tools files came up under devel just like they are supposed to. There's prc-tools, prc-tools-arm, and prc-tools-htmldocs.
Also, is the sourceforge link highlighted when you click "next" to generate the list?

The setup.exe "mirror download list" seems to be down at the moment,
but if you follow the instructions, even adding the link to
Sourceforge, you will get ZERO, count 'um, zero PRC-Tools files.. at
least not the ones in "prc-tools-2.2-cygwin.tar.bz2". The
instructions on http://prc-tools.sourceforge.net/install/cygwin.html
lead you to believe you get them by choosing them from the Devel
section. That's part of what I was trying to say that it was a
"hodge-podge" you use to get them that way.. but now?.
Sorry, as you can tell, I'm just a little frustrated trying to
re-create a compile environment that works...
I appreciate the work that's been done on PRC-Tools, it's a great
environment... when it all works... ;)
