The reason for this has been documented in the release notes since May.
When upgrading your tools (and/or SDKs and/or etc), it's probably a good
idea to read the release notes :-).

Note btw that this advice is Windows-specific.  Some people sometimes
say that prc-tools installation is complex; what they mean, at most, is
that prc-tools installation *on Windows* can be complex.  I have never
yet heard anyone complain that installing prc-tools on Linux is difficult.
If this doesn't prove that Linux is superior to Windows, I don't know
what would :-).

Note that all this is in the existing instructions.  But perhaps I
can make the "click *two* URLs" thing even more explicit; thanks for
explaining whence the confusion sprouts.
