I think I'm reminded on an old thread running here in the group about hacks and the use of resource IDs for custom forms (diplayed by the hack) as well as the need to let the resource database open. The first thing is, it is quite understandable (IMHO) that the resource db must be open at the time the OS needs to access the resource. The problem with the IDs was just as you said, do a good guess and cross your fingers...

I didn't find a good solution so far, but to open (and leave open) a
specific single-resource database, at reset time. By choosing a weird
resource ID (some not-round number in the 8000-9999 range, such as 8789), I
think one can reasonably bet that no collision will occur, although it's
clearly only a bet.

If someone at PalmSource reads this, a recommendation would be welcome...
