What do you mean "Open the netlib"?
It is not so easy to debug the application while using the modem (to 
tell you truth I don't know how to do).

However a new tile could be added to the story: if you use the Network 
application in Pref, you can see that if te line is busy you receive a 
detailed error about it.
So I suppose it is possible to identify the problem, but does the netlib 
pass the information?

I don't know where to find source of Network application. Any idea?
