The "background" that it mentions is the background bitmap for the slider. If you use one, it needs to be at least half as wide as the whole slider. If you want to use the default, supply a 0 for this value.Actually, I had only Demo version of CW 8.0. Now received retail version and downloading 8.3 update. See later how it works.
