How are you connecting to this "pc"? Network? IrDA? Bluetooth?
Serially? A row of cradles? Wouldn't a networked server be more ideal,
than having all of the Palms connect to one "pc" on a desk?

You "won't" like to use any database? If you're not going to use a
database, how are you going to store user information and data itself?
Flat files? Directories on the filesystem?

This would probably take about 2-3 hours to write a complete solution,
with code that already exists in the community, and in fact, I have a
working "HotSync server" here at the office, using IrDA and Network
HotSync for my own testing purposes. Works like a charm.

        Good luck!
