Yep. Palm's PluggedIn program has a version of the simulator built with the same OS sources as used to build the Tungsten.

My app runs fine on the simulator 5.1 and when I install
it to the Tungsten some of the features doesn't work.

Some features of Palm OS are only implemented in 5.1.

Also, on the Tungsten the prefs is different than the simulator.

Palm redid the prefs program for their device to take advantage of the 5-way navigator -- that's why it differs.
