First, read and follow the instructions in the topic "Converting Older Projects to Version 9". This will give you the steps needed to move a project to V9, but without updating the linker settings to use the new Palm OS 68K LInker. Then, chapter 5's "Converting Resource Files" topic covers your options to convert from Mac OS-based .rsrc files to PilRC format .rcp files.
Unfortunately, there isn't one good document on converting from V8-Mac OS linker to V9-Palm OS linker. I'm working on a white paper on this topic along with our marketing department, and I hope it will be finished and posted on the Metrowerks site soon. I would have liked to have done an automatic conversion tool for the V9 release, but the programming interface to the IDE makes implementation of this rather difficult, since not all project settings are exposed through the COM interfaces.
