2) Try the "ususal suspects" (palm s/w distributions sites) to find such programs - palmgear/handango/lifestylus/pdassi.de - a program like "par" may be what you need
3) If all these fail, PDBmake comes with source code - you could easily modify it to do what you need - this would be a really simple project
