Even if you somehow magically get another thread to run, all of your UI has to be handled by the UI thread.
Under PalmOS versions < 5, you could rewrite your toolbar application as a Hack. This would allow you to take advantage of some of the UI thread time for your application.
For PalmOS >= 5 you need to look at some of the notifications and other tricks that are available. As I haven't really explored them, this exercise is left to the reader... ;)
