Double check your methods before you draw your conclusion.  Take a close
look at the cable you are using for your serial Hotsync.


The Clie Hotsync cable should have a line or Clie powered RS232 level
converter board already in it.  Open up the cable head, you should see a
small board with components.  You could purchase a cable and modify the
connections to do what you need.  Brando (shop.brando.com.hk) has some
inexpensive cables.  You can also check with markspace.com
The Visor requires a little more since the hand held doesn't provide serial
control lines.  The serial cradle for the Visor requires external power for
the circuitry inside.

What is the voltage levels for the pulses you are working with?  They may
fall within the levels that may work directly (just be sure to proper
isolate the signals so you don't burn out either device)
You mention the device is non-powered.  How are the pulses generated?  You
need the energy from somewhere.  How is RTS being used?  Does the device get
the power from the control line?  If so, you may need a powered RS232 line
converter not a line-powered one.  Either the MAX232EPN or the MAX3222CPE
with 4 1uf caps and 2 AAA batteries should work.
