Hi! The resource pavillion and the pluggedin program are two different things. You will have to sign up separately for PluggedIn. The description of PluggedIn makes it look like it was aimed at hardware developers, but it actually contains all the SDKs and Emulators for devices from Palm (there is also a special Tungsten T emulator there that emulates the 5 way navigator).
