I'm personally happy with PRC-tools coupled with a good editor/IDE. I have MS Visual Studio, so I use the C++ IDE to edit my Palm programs and invoke the compiler. I bought the PiLRC Deisigner from Falch Net to make the GUI design easier. I recently also installed GVD to offer GUI based debugging, so I'm really happy with everything and haven't had to spend a lot (thanks to the PRC-Tools chaps and PiLRC compiler people!).
If you're happy to look around for all the bits to make editing etc. easier, you won't necessarily need Developer Studio. On the other hand if you want the ease of tools already setup for you, something like Developer Studio might do it for you.
