We just ran into the same process. I'm not up on all of the technical issues (I work on the Palm side, not on the installation process), but I was just briefed on this problem...
My understanding is that Windows imposes limits on how/what processes can be instantiated during uninstall. Our particular combination of a VB conduit using the latest version of InstallShield does not work on Windows 2000. We've consulted with InstallShield quite a bit and concluded that there is no know solution other than to write a C++ conduit or notify users to restart HotSync Manager on their own. Oddly, this was not a problem with the last version of InstallShield, apparently because they managed processes differently then. Also, I'm not sure if this is a problem with different installation programs and/or OS's.
