At least for some foreign countries it is a click-through license too
(i.e. Germany). The prerequisite is that they can identify which country
your HTTP request is coming from. So if you are living in a "trusted"
country you might get better results if you are using a well-known
national ISP that can be identified as being in that country (i.e.
Deutsche Telekom works, AOL won't (cannot be traced to a particular
country)).
