At the time that the logo is displayed, no third party software has been yet executed, so it can not be done actively by software. The only way to achieve this is to change the image in the ROM. There used to be an application who did this job (I used it on my Palm III) to add the name of the owner to the start screen (which survives a hard reset). Well, why shouldn't a user be allowed to change the boot logo? It's for personal use, no one is harmed.
