While the Tab control is popular on Windows desktop systems, it isn't a standard Palm UI element which is why you don't see it in most Palm development tools.
It is possible to make something that looks and acts like a Tab control. Create a bitmap that looks like a tab control and put it on the top part of your form. Put buttons under each tab which activate a new form for each tab. It's pretty easy to do in NS Basic/Palm. (I can't speak for the other tools).
