Yes and No. Since the API is "generic" and not tied to specific devices, but rather to interface types, it is No. But, the answer is Yes, because you can write our own "driver" or use somebody's library that uses the PalmOS API to control the interface hardware.
I'm sure someone knows a good book/reference to point you to.
