that discusses a few of the tools that you may want to use..
you'll find a lot of palm's documentation is a bit focused on 
using the metrowerks codewarrior environment - but, the concepts
are still the same (esp. with emulation tools)

this one is also good:

has examples, and, step by step instructions.. all on www.palmos.com
(i dont know how you missed it?)

now.. lets see, a quick google search

brings up a few links, back to www.palmos.com again, and, some of
the licensee's have some getting started pages too (handspring,
sony, handera)

ignore this, but, hey! look, the official page is listed!

the latter link much more important for you - as, you want
windows. key point here is (from page):

then, it goes on to explain how to install using cygwin :)
now, the last link is the BEST place to get information on
how to use prc-tools. if you dont understand it, then, i am
sorry - but, thats the best documentation you'll get. then,
it will be time to get out your wallet and go for the 
'damn, i gotta pay for this route'

ps: the instructions are perfect - you just need to read them.
