The MMS is standardized by WAP Forum currently called as OMA (Open Mobile Alliance). All the phone,which is supporting MMS, must be implemented the MMS as per the specification released by OMA.
MMS service is independent of service/network provider. But some times depending on the user agent the network provider will alter the content.
