IMHO, yes.  A whole stock of old irritations and faults go away
(unfortunately, in some cases, to be replaced by new irritations
and faults) and overall it's a more complete, better integrated
set of tools.  Things like the integration of the PalmOS documentation
with the CW IDE so that you can highlight a Palm OS API
call and hit F1 is a good step forwards. 

Irritations might be my lack of understanding but they're things 
like:
- CW retains highlights in every window so if you've got an
error window open from a compile you can't use the 'highlight 
and F1' to look up an API call
- Visual Studio will respond to an F1 using the word under the
cursor, but CW requires you to highlight the word, an inconsistency
that causes much swearing when moving from tool to tool.
- the 'add files' command opens the CW program folder when
it used to open the project folder.  Since people rarely store
source code in the CW folder it's an annoying waste of time.
- Constructor still has the same clumsiness in the image editing
area but most of it's bugs have disappeared while the promised 
text-based replacement - PilRC Designer - is poorly
designed, buggy and incomplete.

You can see that, compared to some of the problems in the past,
what I'm complaining about are smaller problems than were there
in the past and if you're currently using CW I think the upgrade
is worth $199.
