Granted, you're talking publications. An article for a periodical is a little easier to handle since it's less of an investment for a publication, but the slow market is something to keep this in mind when you're considering writing something over the transom (i.e., unsolicited).
I've been following these trends for about a year now looking for placement for some writing ideas I've had for both books and articles: It's rough!
Just a note -- I've talked with a number of editors. Palm OS programming articles are still wanted by Handheld Computing for their online developer journal at http://www.hhcenterprise.com/Developer/. Also, both Dr. Dobb's Journal and Game Developer have expressed willingness to run handheld-related articles. I think Game Developer or their online counterpart, Gamasutra.com, would be a good target, especially if you also dealt with developing for the new TapWave device and its SDK (of course, not until all the NDAs are lifted :).
