Welcome!  

I have never used that tool, but I think in order
for someone to tell you whether it's a good tool
you'd have to tell them first what you want to do
with it.

Your question is a bit like 

"I am trying to start building stuff using
a hammer, and I was wondering if that's a
good tool"

It might also be helpful to look through the
archives of this forum for questions and 
comments about development tools.  If I remember
correctly, there have been multiple threads about
the pros and cons of AppForge, NSBasic, and
other development tools.  One thing that seems
to have gotten stuck in my mind is that AppForge
is (was?) not compatible (yet?) with PalmOS 5.
