I can't comment on if it works via USB, but I can say that it works fine via serial using CW9.1.

Note that when you're using the keyboard, it's not "Shortcut dot dot 2", it's actually "Shortcut dot 2".

The Graffiti stroke for a period was two dots, in Graffiti 2 it's only 1 dot, and with a keyboard just use the period key.

Also, to the best of my knowledge, PalmOS disables debug mode if you have a system password set, so make sure you clear that out before attempting to debug.
