CodeWarrior for Palm OS V9 includes a compiler designed to produce PACE Native Objects, bits of ARM code used to speed up and enhance 68K programs for Palm OS 5.

There are also various versions of gcc, including prc-tools 2.3, that include ARM compilers. The prc-tools implementation already has significant support for PNO creation, while other GCC builds will require a lot more tweaking.

You'll get more assistance on the pno-forum here on PalmSource's list servers.
