The current release, prc-tools 2.2, was released on 2002-08-20. 

the release of prc-tools 2.2 uses a very old arm-elf compiler, dating
back to gcc 2.95 - and, is rendered useless for doing any serious 
PNO development (inability for GOT fixup amongst many things).

you are better of cross compiling later versions of gcc yourself,
which, isn't too hard (once you know how) :P maybe *one* day, we'll
see the prc-tools 2.3 release....
