I have the same problem. I am a newly registered Palm developer and can reach all developer links except the source code.
I get the following error message:
"We're sorry, but an error has occurred while accessing this area.
If you have reached this page, please ensure that JavaScript and Cookies are enabled in your browser, then close your browser and re-login to the Resource Pavilion.
Taking the error message at face value, your problem appears to be the setup on your internet browser.
